?WASHINGTON The White House and former Vice President Dick Cheney are fighting again. The latest fracas started Sunday, when the White House chief of staff, Rahm Emanuel, implied on CNN that one reason the Afghanistan review was taking so long was that the White House was asking questions that had never been asked before.
